Strategies in Intellectual and Developmental Disabilities (IDD) and Mental Illness (MI) PASRR Program Collaboration

This presentation will provide strategies for integrating the PASRR evaluation process, cross-consultation, quality monitoring, and service delivery to support person-centered care for individuals with co-occurring disorders. Examples of state procedures will be used to illustrate various approaches in integrated PASRR systems.

Speakers:

Andrea Womack, MA

Andrea Womack is Director of Quality and Independent Contractor Services for Ascend Management Innovations. In this role, she oversees quality monitoring and reporting for Ascend’s PASRR and Utilization Review services as well as technical and quality support services for over 400 PASRR and specialty assessment independent contractors. Ms. Womack has designed and implemented quality protocols for multiple states to ensure compliance with state and federal PASRR requirements, clinical integrity, and person-centered assessments. Ms. Womack has also developed and delivered PASRR training for assessors, providers, clinical and quality reviewers. During her tenure at Ascend she has also overseen implementation and operations for multiple PASRR state projects. Previously, Ms. Womack worked in community mental health case management for individuals with serious and persistent mental illness. Ms. Womack also serves on the Board of Directors of the National Association of PASRR Professionals.

Ellen Olsen, MBA, MSW

Ellen Olsen works for KEPRO, a national care management and quality improvement organization, and is the Program Director for the Florida PASRR Level II Evaluation program. Ellen has worked in the behavioral health field for eighteen years and seven of those years have been in the PASRR field. She works very closely with each of the Florida state agencies to support the successful implementation of PASRR and became an active member of the Florida State PASRR Workgroup in 2008.

Janet Spinelli, PhD

Janet Spinelli is a Psychiatric Clinical Nurse Specialist and has worked in the behavioral health field for over four decades. In 1992, Janet became the coordinator of the Rhode Island mental health PASRR program and member of the behavioral health state licensing survey team. Janet previously worked as an registered nurse (RN) at the Rhode Island State Eleanor Slater Hospital (formerly named Rhode Island State Institute of Mental Health) in the adult psychiatric unit. Janet is currently Board Chair of the National Association of PASRR Professionals (NAPP) and co-chair of the Rhode Island Elder Mental Health and Addiction Coalition. She also provides PASRR and behavioral health training and consultation; geriatric/mental health clinical services, along with volunteer guardianship through the Rhode Island Volunteer Guardianship Program.
