Indiana PASRR Program Improvements - Part I

This webinar highlights how the state of Indiana, with leadership from the Division of Aging (DA), has significantly transformed their PASRR system through a highly collaborative process. From 2014 through 2016, the DA worked with a range of stakeholders to build support for, and ownership of, the new PASRR system, including the state’s Area Agencies on Aging, nursing facilities, the Indiana Hospital Association, advocacy organizations, and other divisions within the Family and Social Services Administration. The stakeholders agreed their objective was “to provide a person-centered PASRR system that effectively and efficiently identifies the most appropriate services and settings.”

The enclosed 2017 report (below) updates the 2016 Review of State Preadmission Screening and Resident Review (PASRR) Policies and Procedures. The report was prepared by the PASRR Technical Assistance Center (PTAC), under contract to CMS. The results present a snapshot of PASRR programs as of September 2017, with focus on our analysis of MDS data, and on our analysis of data that states collect for quality monitoring and quality improvement (QM/QI).

The PASRR Technical Assistance Center has recently reviewed the tools states use for their preliminary Level I PASRR screens, and has analyzed PASRR-related items in the Minimum Data Set (MDS). In this webinar, the Director of PTAC, Ed Kako, will review some of those findings and describe the next steps PTAC will take in the research it conducts in partnership with the Centers for Medicare and Medicaid Services (CMS) and with states.

The Current Climate of PASRR: Trends in Quality and Person-Centered Care

This session aims to facilitate a basic understanding of PASRR and highlight current PASRR trends in states. The presentation will illuminate avenues where PASRR is effecting positive change at the individual and macro level. Common barriers for states will be addressed and effective strategies will be recommended. Strategies for implementing and maintaining quality in PASRR assessments will be shared, with an emphasis on person-centered care. The presentation will examine PASRR best practices from Ohio.
