The MDS is one of three components to the Resident Assessment Instrument, which all nursing facilities must use, and which helps nursing facility staff develop an individualized care plan based on the resident’s strengths and needs. This section contains MDS-related resources for state PASRR programs.

What is the relationship between PASRR and MDS 3.0?

PASRR is guided by federal regulations that require: (1) all individuals being considered for admission to a Medicaid-certified nursing facility (NF) be screened prior to admission, to determine if the person has, or is suspected of having, a mental illness, intellectual disability, or related condition; and (2) all NF residents experiencing a significant change in mental or physical status to be reviewed to determine if the change is connected to mental illness, intellectual disability or related condition. The PASRR process is intended to assure that NF placement is, or continues to be, appropriate, and that any individual with a mental illness, intellectual disability, or related condition receives services that may be needed to address his or her unique needs. State Medicaid, Mental Health (MH), and Intellectual Disability (ID) Authorities are responsible for PASRR.

Recent Findings from Analyses of Quality Monitoring and Quality Improvement Measures in PASRR and from the MDS

The PASRR Technical Assistance Center has recently reviewed the tools states use for their preliminary Level I PASRR screens, and has analyzed PASRR-related items in the Minimum Data Set (MDS). In this webinar, the Director of PTAC, Ed Kako, will review some of those findings and describe the next steps PTAC will take in the research it conducts in partnership with the Centers for Medicare and Medicaid Services (CMS) and with states.

2016 National Report: Quality Measures and MDS

The enclosed 2016 report (below) updates the 2015 Review of State Preadmission Screening and Resident Review (PASRR) Policies and Procedures. The report was prepared by the PASRR Technical Assistance Center (PTAC), under contract to CMS. The results of this review presents a snapshot of PASRR programs as of September 2016, with focus on our analysis of MDS data, and on our (new) analysis of data that states collect for quality monitoring and quality improvement (QM/QI).

PASRR and the Minimum Data Set (MDS)

All residents of Medicaid- and Medicare-certified nursing homes are assessed with the Minimum Data Set (MDS), first shortly after admission and then periodically thereafter, including after a significant change in condition. Launched in late 2010, MDS 3.0 captures information about individuals who have been identified as having a PASRR-relevant disability. These questions allow us to ask a wide range of questions about the characteristics of these individuals, including age, functional status, and desire to return to the community (as captured by MDS Section Q). This presentation will provide a brief overview of MDS and demonstrate some of the state and national trends it can be used to identify. It will also introduce the "MDS Fact Sheet" -- a new kind of state-specific analysis that the PASRR Technical Assistance Center will distribute to states later in 2014.
