These issue paper provides written PTAC guidance to states on how to pay or arrange for Specialized Services, specifically for individuals with serious mental illness.
CMS recently updated its guidance on Specialized Services to clarify that Specialized Services can only be provided while individuals reside in nursing facilities. States are obligated to provide or arrange for the disability-specific services that individuals need while in NFs.

These slides provide written CMS guidance clarifying the definition of "Specialized Services" as the term is used in the PASRR program. These slides were first presented at the 2013 Annual Conference on Home and Community-Based Services.

PASRR is required for all individuals who apply for admission to a Medicaid-certified NF, regardless of insurance type (Medicaid, Medicare, or private pay). Thus, private pay applicants who test positive at Level I could be found at Level II to need specialized services.
