Purpose

CMS has developed new guidance clarifying state responsibility regarding Specialized Services. In addition to a set of slides detailing these guidelines, the PASRR Technical Assistance Center (PTAC) launched a work group to support states in their effort to be early adopters of this new guidance.

The goals of the Work Group are to:

  • Articulate CMS' vision for a more person-centered model of Specialized Services as identified in the new guidelines
  • Engage other key stakeholders that can support Specialized Services initiatives
  • Promote a method and place for states, CMS, and PTAC to learn about Specialized Services together

Feb. 2014

  • Sharon Rushing and Terry Hehemann presented on PASRR training developed for Washington, and that members of the work group may consider adopting and using to educate PASRR partners on specialized services.

Feb. 2015

  • PTAC presented draft FAQs on specialized services, and the work group provided feedback on the FAQs. PTAC will be revising the FAQs for future distribution.

  • Idaho presented on the conversations regarding Specialized Services within their state. Idaho distributed the following materials:

Aug. 2015

  • PTAC presented on specialized services linkages with CMS' proposed rule for Long-Term Care Facilities and the HCBS Final Rule. 
  • Frank Tetrick (PTAC) and Dan Timmel (CMS) answered some FAQs about State Plan Amendments. 
  • Idaho gave an update on their specialized services process and presented an updated list on their specialized services and specialized rehabilitative services

Oct. 2015

  • Frank Tetrick presented on Engaging State Leadership Authority in specialized services (taken from the June 2015 webinar).
  • States provided updates on specialized services in their states and recommendations for CMS.

  • The lists of SS and SRS shared by Idaho and Washington have been compiled into this database. If you would like to update the database with specialized services from your state, please contact PTAC. 

Dec. 2015

  • Amy Roth from Vermont presented on the delivery model for ID/DD/RC specialized services in Vermont. 
  • States were surveyed on how they train and support their Level II evaluators in understanding specialized services.

Feb. 2016

  • Kirsten Capeless from Maine described how the state provides Specialized Services to individuals with traumatic brain injury.
  • Frank Tetrick reviewed the importance of training for PASRR evaluators, whether or not a state plans to adopt a State Plan amendment.
  • Ed Kako described the ways in which PTAC can provide TA to states looking to improve the set of Specialized Services they offer.

Please note that as of April 2016, the Specialized Services Early Adopters Work Group transitioned formats to the Specialized Services Office Hours which encourages states to call-in, ask questions, and discuss ideas and challenges with other states.
